New! Congress to Vote on Bills that Aid Hungry, Veterans, the Unemployed

Congress returned this week from a Memorial Day break to put the finishing touches on several large
pieces of legislation that religious groups say impact their social service work. At the top of the Senate’s
agenda is correcting an error in the $307 billion farm bill, which reauthorizes spending on crop subsidies,
international feeding efforts, conservation programs and bio-energy initiatives. Because of a printing error,
a 34-page section of the 673-page bill was missing, including the section detailing spending on international
food aid.

After they resolve the farm bill issue, congressional leaders said they would consider a $3.03 trillion budget
resolution this week. The resolution calls for $24.5 billion more spending for government operations than the
budget proposed by President George W. Bush. The additional funding would go to domestic programs such
as education, veterans’ programs, and health care. The House in the next few weeks will also consider a $165
billion war-funding package that, in addition to continuing funding for military efforts, would also add $10 billion
for domestic programs including heating subsidies for the poor and aid for veterans and the unemployed.

Also this week, the House will consider a bill that would require federal agencies that serve food on their
premises to encourage the donation of excess food to non-profit organizations serving the needy. Before the
Memorial Day break, the House passed a $54 billion tax package that would extend dozens of temporary
selective tax breaks, including some benefiting charitable organizations, until December 31, 2008. That bill is
now moving on to the Senate.

New! An Interview with Eric Levine of United Jewish Communities

Dr. Eric Levine is senior vice president at United Jewish Communities (UJC), where he oversees the
Development, Center for Jewish Philanthropy, and Jewish Peoplehood and Identity departments. UJC
encompasses 155 Jewish Federations in North America. Together, they received $2.4 billion in donations
in 2007. The funds were then distributed to agencies within the United States and throughout the world
that provide a wide variety of social services.

He spoke with the Roundtable about UJC’s experience with raising funds in the current economic climate.

Weekly Digest of Federal Grants with Faith-Based and Community
Organization Eligibility

The grant opportunities this week for community and faith-based organizations are through programs
administered by the U.S. Department of Health and Human Services, the U.S. Department of Justice,
and by the U.S. Agency for International Development.

Potential applicants should be aware that some grant programs require specific technical expertise, or
experience in particular foreign countries.
